Drop in day care centers have been exempt from licensing requirement in California because guardians are generally on the same premises. State Senator Leland Yee D San Francisco would require drop-in day care center employees to under go criminal background checks similar to In-home and Commercial Child Care Centers. In addition, employees must be at least 18 years old and a minimum ratio of one employee to every 10 children up to age 6 and one worker for every 15 children age 7 and up. Licensed child care centers must meet stringent safety and health requirements and maintain ratios of employees to children whereas drop in day care center have to this point been exempt. The bill was to go to the floor for the first reading in Sacramento on Tuesday, April 23, 2013. More information regarding the progress of this legislation will follow.
